“What the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) want to resolve is the issue of self-governance of the Bangsamoro,” MILF Peace Panel Chairman Mohagher Iqbal told Moro leaders of General Santos City in a recent special meeting.
“Because we lose it, that is what we are trying to resolve, how could we reestablish self-rule,” he pointed out.
Iqbal related that prior to the coming of Spaniards, the Moro people were masters not only in Mindanao but as far as Luzon and Visayas.
He urged the Moro civil society leaders to help in the peace process through telling the lawmakers, the Senate and House of Representatives, of the Moro people’s desire for the Bangsamoro Basic Law (BBL) to be enacted.
The BBL is the legal translation of the Framework Agreement on the Bangsamoro and the Comprehensive Agreement on the Bangsamoro that seeks to establish an autonomous political entitythat will replace the current Autonomous Region on Muslim Mindanao (ARMM).
The BBL was drafted by the Bangsamoro Transition Commission (BTC) concurrently chaired by Iqbal.
Once the Government and the MILF have implemented all those stipulated in the peace agreement, Iqbal said they will sign an “exit agreement” that will signify both parties’ compliance to their commitment in the peace accord.
”Thereafter, the MILF will transform into a social movement,” Iqbal disclosed.
The BTC chair remains hopeful that the lawmakers will pass the BBL. He said that if the legislative branch will fail to deliver the BBL, “It is the government itself that fails to comply with the peace agreement,” he pointed out.
He noted that the GPH-MILF peace agreement was signed in the presence of International communities and it is a shame if any of the parties will fail to give what it has promised.
