The Capiz-based 3rd Infantry Division on Monday announced its operating units are continuously conducting rescue and relief operations in "Yolanda"-battered areas of Western Visayas.

“This is a call of duty for the soldiers to provide the necessary assistance to the civil government to bring the primary needs of our people especially in the most affected areas of super typhoon 'Yolanda'. We appeal to our people to join us in our efforts especially during this time of disaster. Let us unite, cooperate and help each other for us to recover the soonest time possible,” said 3rd Infantry Division commander Brig. Gen. Aurelio Baladad.

In Panay Island, the 301st Infantry Brigade under Brig. Gen. Arnold Quiapo spearheaded the conduct of aerial survey in damaged areas.

Troops from 61st Infantry Battalion, despite their damaged quarters in Calinog and patrol bases in Tapaz, Capiz, also responded quickly to clear the roads that connect the Iloilo and Capiz provinces after the super typhoon.

In Aklan, several lives were saved from the super typhoon due to forced evacuation.

The 12th CAFGU Cadre Battalion under Lt. Col. Eduardo Gubat, in coordination with the local government units, conducted a dialogue with over 300 families and 1,600 residents especially in the coastal barangays and areas near the rivers for them to evacuate before "Yolanda" arrived.

The battalion also helped in clearing the main road that connects Capiz and Aklan provinces.

The 82nd Infantry Battalion troopers due to lesser effects in their area provided mobility assets and personnel for the preparation and delivery of relief goods in the area of Antique.

Relief sorties initially through air and sea were conducted day-in and day out in Northern Iloilo, Capiz and Aklan since Saturday utilizing five helicopters of the Philippine Air Force and two gunboats of the Philippine Navy stationed in Iloilo.

Relief goods for Antique started to be delivered by land through Army’s M-35 and long bed trucks since Saturday through accessible roads.

Access via land transportation has been reestablished yesterday in roads that link the provinces of Iloilo, Capiz, and Aklan.

The Army is now maximizing its efforts in providing mobility assets and security in relief operations in the four provinces of Panay.

The Army’s 6th Regional Community Defense Group (6RCDG) also utilized its reserve force from the Army, Air Force and the Navy in providing assistance for the preparation and delivery of the relief goods to the affected areas.

Communication link between the Disaster Risk Reduction and Management Councils (DRRMCs) from regional down to municipal level has been one of the major problems experienced during the onslaught of super typhoon.

The 3rd Infantry Division has set up communication centers in Estancia Iloilo, Roxas City in Capiz, Kalibo in Aklan and San Jose in Antique in order to speed up communication and coordination between regional, provincial and municipal RRMCs in relief operations.

Harris radios are being utilized in sending voice and data communication like email; while URC 187 radios serve as support communication equipment.

In coordination with Headquarters, Armed Forces of the Philippines, relief goods coming from Manila are being transported via C-130 of the Philippine Air Force to Roxas City airport in Capiz being the logistical hub for relief operations.

Meanwhile, the 302 Infantry Brigade in Negros Oriental reported with lesser damage in their area.

In Negros Occidental, Col. Jon Aying of 303rd Infantry Brigade is in close coordination with the provincial government in its relief operation efforts especially in northern part of the province.

No casualty has been reported in the entire Negros Island as of press time.

“Your Army remains in the front line of responding to any disaster and calamities in this region. We also remain committed to provide assistance in rescue operations, distribution of relief goods and rehabilitation efforts in the communities badly damaged by any disaster and calamity, as what we have been doing in the past. Once again, in the spirit of 'Bayanihan', let us unite, converge our efforts and be ready to extend our hands to those who are greatly in need of our help,” Baladad added.
