In a communication sent by 1Lt. Joe Patrick A. Martinez, Commanding Officer of the 42nd Civil Military Operations Company Wednesday afternoon to the media outlets here, mentioned that Col. Ferdinand F. Quidilla, Brigade Commander of the 402nd Infantry Brigade together with his three battalion commanders LTC Vincent Iringan, CO, 30th Infantry Battalion, LTC Virgilio Luna, CO, 29th Infantry Battalion and LTC Freddie Dela Cruz, CO, 4th Scout Ranger Battalion, said that the brigade will be more vigilant in the area.
The communication also said that Col. Quidilla recently coordinated with the regional director with the Office of the Muslim Affairs (OMA) and the regional director of the police here in the region and discussed matters pertaining to the peace and security here.
The three military leaders accordingly emphasized the rule of law in any eventualities which might occur as far as the MNLF movement is concerned.
Engr. Yusoph Dianalan, OMA regional director, assured that the Muslim population including those who are affiliated with the MNLF cooperatives here "have learned to be peace-loving as the Caraganons." During the meeting, the military through Col. Quidilla and the police through PCSupt. Getulio Napenas brought up the matter on civilians wearing and assuming titles belonging to the government armed services.
The three top leaders have agreed that "in order to avoid confusion among the people, any civilian are not allowed to wear military uniforms or carry firearms."
Both Quidilla and Napenas pointed out during their coordination meeting the strict observance of Republic Act 493 which prohibits the use or conferring of military or naval grades or titles by or upon persons not connected in the services of the AFP.
Also, Art. 177 of the Revised Penal Code is strict against usurping, representing, performing or assuming of unauthorized persons any act or official functions of persons in authority.
