ARAKAN, COTABATO – – Barangay Kabalantian and Barangay Tumanding of Arakan, North Cotabato witnessed the fulfillment of Government’s support towards attaining a just and lasting peace thru the simultaneous Ground Breaking Ceremonies of the Support to Barangay Development Program (SBDP) projects under Executive Order (EO) 70 or “Whole of Nation Approach” to End Local Communist Armed Conflict that were facilitated by the Provincial Government Unit of North Cotabato, Department of Interior and Local Government (DILG), NTF Ending Local Communist Armed Conflict (NTF-ELCAC), Local Government of Arakan and Army’s 1002nd Infantry “Bagwis” Brigade and 72nd Infantry “Gabay” Battalion earlier today October 21, 2021.
The simultaneous Ground Breaking Ceremonies; Concreting and Upgrading of “Farm-to-Market Road” (FMR) of the two barangays were part of the Government’s sustainment efforts in the implementation of Executive Order (EO) 70 in institutionalizing a “Whole of nation approach to end local communist armed conflict to cleared barangays from any affectation/influenced of the Communist Terrorist Groups (CTGs). The implementation of Barangay Development Programs were the response of the Government to the issues and concerns being exploited and used by the CNTs which were found out during the immersion of the Community Support Program Teams (CSPTs) in those previously affected barangays last 2019.
This aims to achieve a sustainable development to conflict-prone communities especially those in the far-flung areas. The two (2) projects worth 20 million pesos each were funded from the Local Government Support Fund – Support to the Barangay Development Program (LGSF-SBDP) initiated by the National Government.
For how many years, the two barangays were known as Communist Terrorist Groups (CTGs) affected/influenced barangays in the Municipality of Arakan. The two barangays were later cleared after the immersion of Community Support Program Teams (CSPTs) and now being assisted by the Local Government Unit of Arakan and Community Development Team (CDT) of 72IB. The leadership of the local officials from the municipal and barangay level and cooperation of the local populace made the previously affected barangays cleared from any affectation of the CTGs.
Present during the activity were Hon. Nancy A Catamco, Governor, Province of North Cotabato; Hon. Efren Piñol, Provincial Administrator; Brigadier General Potenciano C Camba, 1002nd Bde Commander; Lieutenant Colonel Jose C Regonay Jr, Commanding Officer 72IB; Police Colonel Henry Villar, PPO Cotobato; Hon. Rene B Rubino, Municipal Mayor, Arakan; Hon. Gigi Anarna Pangilinan, Vice Mayor, Arakan; Board Members; Ms. inicita Kionisala, Rep from DILG Province; Hon. Jasmin Educalan, MLGOO, Arakan; Municipal Councilors; Barangay Captains of the two barangays; Barangay Officials; staff from the Office of the Governor; and troops and officers of 1002Bde and 72IB.
During his welcome remarks, Hon Rubino expressed his utmost gratitude and appreciation to everyone who made the activity possible and successful. “Our municipality is very fortunate to have witnessed such dedication and commitment from our Provincial Government. This is the beginning of the development we all long for. Let us continue working together in attaining peace, order and development in our Municipality!” he added.
“This is a proof that our Government is sincere in its commitment to bring its services closer to the people. This ground breaking is the success of everyone who wants to achieve a just and lasting peace. We strongly urge everyone to maintain the good start and peace in your barangay. Rest assured that your men and women in uniform will continue to do our mandate to protect the peace and order not just in the Municipality of Arakan but in the whole North Cotabato as well,” Brigadier General Camba said in his message.
The “Diwata ng Apo”, Hon Catamco as the Guest of Honor and Speaker lauded and commended the hardwork and commitment of the Army, Municipal Local Government Unit of Arakan and Barangay Officials who were the people behind the realization of the implementation of Barangay Development Program.
During her message, she emphasized the importance of unity among the local populace and proper implementation of EO 70 as the solutions to totally eradicate insurgency in our country. “As the Governor of North Cotabato, I vowed to give my best effort and full commitment to deliver services to the Cotabateños and continue to implement the projects intended for them. Nothing will hinder us in achieving our ultimate goal- to have a prosperous North Cotabato. KUYOG TA! DUMAKI!” she ended.
North Cotabato is known as one of the provinces in the Philippines with a strong desire to fully implement the Barangay Development Programs project under Executive Order (EO) 70 in ELCAC barangays. The province vows that the pandemic will not hinder the inplementation of projects intended for the Cotabateños.
