CITY OF TABUK, Kalinga, Aug. 9 (PIA) - - The Philippine National Police (PNP) urged local officials and citizens to put into action passed resolutions declaring New People’s Army (NPA) members as “persona non grata.”
“We must convince our relatives, friends and tribemates who are supporting terrorists to reflect on their misguided decision and to understand the true objectives of the NPAs and their front organizations which is to sow terror,” Provincial PNP Director Col. Davy Vicente Limmong said.
In the first place, terrorism is not welcome in the province of Kalinga and the whole of Cordillera because it destroys relationships and causes inter-tribal conflict. Even engaging in illegal drugs is not accepted as a means to generate income fort he family. It is an illicit trade considered a violation of the three core values of the iKalingas on Paniyaw, Bain and Ngilin, Limmong explained.
“There are a lot of testimonies from rebel returnees who at last realized they are fighting a wrong and useless cause, the reason why they left the NPA movement,” he said adding this should also be the launching pad in convincing remaining NPAs from Kalinga to surrender.
In that effort is the support of local officials to make a pivot on development programs and projects to insurgency- influenced barangays and for relatives of NPA remnants to convince them to come down and join the mainstream society.
Meanwhile, LGU officials and communities are also urged not to tolerate the planting of marijuana in their localities. Limmong said it is an institutional responsibility on the part of LGUs not to allow marijuana to be planted and also a moral obligation of citizens to tell their neighbors planting the prohibited hemp to stop.
