KIANGAN, Ifugao - - Elected officials and government employees from various agencies were oriented on the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) by the commanding officer of the 54th Infantry Battalion (Magilas) based here.
Lt. Col. Narciso Nabulneg, Jr. explained during the Operation Listo convergence dialogue that NTF-ELCAC is pursuant to Executive Order No. 70 institutionalizing the whole-of-nation approach to finally address the country’s problem on communist armed conflict towards attaining inclusive and sustainable peace.
“The NTF-ELCAC was created under the Office of the President on December 4, 2018. With this, Department of Interior and Local Government Secretary Eduardo Ano has enjoined all provinces, municipalities, barangays to create their respective task force,” he said.
Nabulneg explained that the ELCAC task force will converge and synchronize efforts of all government agencies to address the root causes of insurgency and in bringing the basic programs and services especially to geographically isolated and displaced areas to attain sustainable peace and development.
Among the convergence of efforts in the community are the issuance of provincial/city/municipal executive orders in relation to E.O. No. 70 directing all local agencies to support NTF-ELCAC activities and formulate resolutions to fully accept and support the activities of the security sector.
It also encourages the issuance of local executive orders directing all punong barangays to adhere to the Barangay Primer (4thEdition, S 2013), resolve issues and concerns within the mandate of municipal government and link to the appropriate agency those issues that need national intervention.
Nabulneg reiterated that handling the peace and order of the community is not only the work of uniformed personnel or state forces but it is also the responsibility of all stakeholders for a peaceful nation. (JDP/MBL- PIA CAR, Ifugao)
