From GMA News Online (Mar 27, 2019): 17-year-old rebel, companion surrender in Agusan del Norte —military
Two alleged members of the New People's Army (NPA), including a 17-year-old girl surrendered to the 23rd Infantry Battalion last March 23.
The minor combatant, identified as alias Karla and 22-year-old Hargelito Libres Espinosa alias Carding belong to guerilla front of the North Central Mindanao regional committee, the military said.
Their surrender was facilitated by Agusan del Norte Governor Angelica Rosedell Amante-Matba.
According to the military, the two surrendered due to the relentless military operations against NPA rebels.
Karla, who was recruited to join the NPA when she was 14 years old, said the support they get from the masses are enjoyed only by their commanders and high-ranking leaders.
Her surrender was coordinated with the Municipal Social Welfare and Development of Buenavista for proper disposition.
"The surrender of Karla proved that the CPP-NPA continuously
violates the provisions of International Humanitarian Law (IHL) and Republic Act 7610 or the Special Protection of Children against Abuse Exploitation and Discrimination Act," Lieutenant Colonel Francisco Molina Jr., commanding officer of the 23rd IB said.
"We are always open to help you through the Enhanced Comprehensive Local Integration Program (E-CLIP), a government intervention program for former rebels," he added.
