From the Philippine News Agency (Oct 20): Palace welcomes CHR probe on Marawi operations
The government welcomes the Commission on Human Rights' (CHR) review and investigation of the action of state security forces in Marawi during the four-month effort to liberate the city from terrorists, according to Presidential Spokesperson Ernesto Abella.
“This ensures adherence to the rule of law which is vital in upholding democracy,” Abella said.
CHR Police Advisory Office officer-in-charge Atty. Gemma Parojinog had earlier said her office is currently verifying complaints of human rights violations during military operations in Marawi City since President Rodrigo Duterte declared martial law in Mindanao on May 23, 2017.
She said one thing the CHR is looking into is whether or not the rules of engagement were followed.
“This is to ensure that the rights of the other parties are also respected,” Parojinog was quoted by media as saying.
Abella emphasized that the Armed Forces of the Philippines (AFP) “gives primacy to the principles of human rights and international humanitarian law”.
“It continues to work with the CHR to ensure that no violation is committed by its units on the ground in connection with military operations, whether or not there is martial law,” he said.
Duterte had declared Marawi City “liberated from the terrorist influence” on Oct. 17 after the deaths of top terrorist leaders Isnilon Hapilon and Omar Maute.
