From Malaya Business Insight (Aug 25): Rights group raps new AFP intel chief
THE human rights group Karapatan yesterday criticized the designation of Brig. Gen. Macairog Alberto as chief of the Intelligence Service of the AFP (ISAFP), saying he is behind killings in Compostela Valley.
In a statement, Karapatan secretary general Cristina Palabay said the promotion of Alberto as chief of all the military intelligence unit “is another step towards this worsening climate of impunity in the country.
“Alberto’s one-year stint in Compostela Valley has resulted in at least 15 peasants and Lumad killed in one province alone, in pursuit of counter-insurgency objectives of the Duterte administration,” said Palabay.
Alberto, the outgoing commander of the Army’s 1001st Brigade based in Compostela Valley, is due to assume the new post today. He is a member of the Philippine Military Academy class of 1986.
Alberto is succeeding Maj. Gen. Ronald Villanueva, of the PMA Class 1985, who is the new commander of the Army’s 4th Infantry Division based in Cagayan de Oro City.
Palabay expressed disappointment that “murderers in uniform” are given higher assignments, instead of getting punished.
