Mayor Ma. Isabelle Climaco-Salazar has ordered a massive manhunt operation in a bid to recapture a suspected Abu Sayyaf Group (ASG) spotter, who escaped from police custody noontime Tuesday.

Salazar, furious over the incident, likewise ordered Supt. Luisito Magnaye, Zamboanga City police officer-in-charge, to explain the circumstances surrounding the escape of Alhnur Usup, 28, who carries the aliases of Arab-Arab and Arab Puti.

Usup and a companion identified as Jamal Labuan were arrested in the morning of June 2 near an eatery in Barangay Canelar, this city, following a brief chase.

Usup is among the spotters of the Abu Sayyaf Group “as well as conducting surveillance for prospective targets for kidnapping in Zamboanga City.”

He is a follower of Sulu-based Abu Sayyaf leader Idang Susukan.

Per police report, Usup and Labuan, who were jointly handcuffed, managed to grapple with SPO4 Montasil Amirul, their lone security, in an attempt to grab the police service firearm while on transit for commitment to the Zamboanga City Reformatory Center (ZCRC) from the Hall of Justice.

In the midst of the scuffle, Usup managed to unlock the handcuff and jumped off from the van’s window at the vicinity of Magay area, this city.

Amirul managed to subdue Labuan while the SPO1 Mario Lafuente, the driver-investigator, chased Usup but to no avail.

Usup fled towards M. Calixto St. to Barangay Sto. Nino.

Salazar said a thorough investigation should also be conducted immediately to determine who should be held liable for the lapses.

“Manhunt operations against the suspected ASG should be launched and police authorities should implement the full force of the law,” Salazar declared noting that this is not the first time that such an incident involving detainees under the custody of the local police happened.

She described the incident as a very serious matter that needs serious action.

Usup has a standing warrant of arrest for murder with PHP200,000 recommended bail issued by a court in Parang, Sulu.
