Southern Luzon Command (SOLCOM) head Lt. Gen. Ricardo R.
Visaya said the recent insurgency incidents in his area-of-operation has no
relation with the coming Asia-Pacific Economic Cooperation (APEC) Leaders’
Meeting in Metro Manila.
"The recent insurgency related incidents in Southern Luzon are not related to the upcoming APEC,” he
added.
Visaya was referring to the series of encounters and attacks
perpetrated by the New People’s Army in Oriental Mindoro, Camarines Sur and
Albay during the week.
Units under SOLCOM recorded the following incidents:
-1) 4 a.m. Nov. 10, clearing operations of 4th Infantry
Battalion in Barangay Lisap, Bongabong, Oriental Mindoro that resulted to the
capture of one carbine rifle and two hand grenades.
-2) 10:45 a.m. Nov. 10, attack of eight New People's Army
(NPA) rebels at the Philippine Coast Guard Station at Guijalo Port which
resulted to the loss of one M-16 rifle, two hand-held radios, damage to one
aluminum boat with 4hp engine.
-3) 2:10 p.m. Nov. 10, encounter of elements of 901st
Infantry Brigade in Barangay Moroponros, Oas, Albay against nine NPAs that
resulted to the capture of two NPAs, recovery of two M-16 rifles and subversive
documents after a 20-minute firefight.
-4) 9:15 a.m. Nov. 11, encounter during pursuit operations
of one platoon of 42nd Infantry Battalion against 20 NPAs in Barangay
Pagolinan, Caramoan, Camarines Sur.
Visaya explained that the attack on the PCG station was a
desperate attempt to project strength of their organization which has been
continuously on the drop since the implementation of Internal Peace Security
Program “Bayanihan” in 2011.
He also mentioned the series of decisive engagements of the
AFP against the NPAs in Mauban last July 8 and Atimonan last July 13; Quezon,
Nasugbu Batangas Oct. 14; Cawayan, Masbate (Aug 3); and in Irosin July 16 and
Juban in Oct. 21, Sorsogon which has brought big blows to the morale of their
fighters and to their organization.
Also, many of their top leaders have been captured or
arrested in separate instances all over Southern Luzon .
To date, the SOLCOM has not monitored in its
area-of-responsibility any information on NPA plans to disrupt the upcoming
APEC.
“Even without monitored information, considering the big
loses they had incurred during the AFP focused military operations, SOLCOM will
remain vigilant and will intensify its intelligence and security operations in
order preempt any NPA activity that may disrupt the APEC,” Visaya said.
