The Philippine Army here has declared three provinces that, according to them, are now free from insurgency. These are the provinces of Biliran, Leyte, and Southern Leyte. Colonel Rafael Valencia, commanding officer of the 802 Brigade based in Ormoc City, said that while the Philippine Army was able to clear the three provinces from insurgency, they still have a big thing to do to make Samar Island insurgency free- referring to Northern Samar, Samar (Western) and Eastern Samar. Valencia confirmed that members of the New People’s Army (NPA) are still operating in the three provinces of Samar Island which they are now dealing with. According to Col. Valencia, the most successful and effective approach they used in attaining their goal was talking with the concerned local government units, the community, the non-government organizations, explaining to them the good purpose of the government. “Sa panahon ngayon dina kailangan ang armadong bakbakan, hindi na purely military operations.. panahon na ng kapayapaan, pag usapan nalang para sa kabutihan kasi hindi ito mareresolba sa gyera”, said Valencia .
Northern Samar is under the reign of Gov. Paul Daza. He, too, is the chairman of the Regional Peace and Order Council (RPOC), but the military reported that Northern Samar has high insurgency records which they are now addressing in the quest to make the province also an insurgency free. Gov. Daza stated that he is very supportive to the peace and order measures being undertaken by the military and the police in his province. He said, his being supportive to the peace and order activities brought out violent reactions from the members of the National Democratic Front (NDF) wherein the Dazas were accused by the NDF of various crimes committed against the people......
