The US national who was stabbed to death in Makati last Saturday was a major in the United States Marine Corps assigned to a unit with specialized training in "people skills," according to the news site Gawker. George Anikow was the executive officer of the 4th Civil Affairs Group (CAG) of Regimental Combat Team 3 in Afghanistan in 2009, Gawker said. According to an article titled “Regimental Combat Team 3 Marines Implement Methodology to Understand Local Problems” which was posted in the International Security Assistance Force (the NATO-led military force that is fighting an insurgency in Afghanistan) Facebook account, the 4th CAG used a method called Tactical Conflict Assessment Planning and Framework to engage with the local population in order to determine their concerns.....
