CAMP CAPINPIN, Tanay, Rizal – The local government unit of Lopez, Quezon facilitated the surrender of a former New People’s Army rebel from their town at 2:00 p.m. yesterday, September 18, 2021.

Through the Municipal Task Force to End Local Communist Armed Conflict, Honorable Rachel A Ubana, the Local Chief Executive, spearheaded the negotiations that led to the eventual surrender of a certain “Ka Jona”. The actual surrender of “Ka Jona” was assisted by the military and police units operating in the area of Lopez, Quezon.

A member of Platun Reymark, Sub-Regional Military Area 4B of the Southern Tagalog Regional Party Committee, “Ka Jona” decided to surrender to government authorities after successive feelings of disdain, having witnessed the gross corruption among their leaders and within their ranks. According to the former rebel, she had observed and realized that the government is sincere in its campaign in achieving peace as attested by what her former colleague “Ka Ley” had benefited after returning to the folds of the law on January 18, 2019.

Lopez Mayor, Hon Rachel A Ubana, also called out to those remaining NPAs in the mountains of the Bondoc Peninsula to return to the folds of the government saying “Sa mga kapatid naming naiwan pa sa hanay ng New People’s Army, kami po ay nakikiusap sa inyo na magbalik loob na sa ating pamahalaan. Wala pong maidudulot na maganda ang paghawak ng armas. Kung ano man po ang problema ay ating pag-usapan ng mahinahon at sama-sama nating solusyonan.”

The surrender of “Ka Jona” is a testament to the effectiveness of the town’s effort to contribute to putting an end to the communist insurgency in their area. The creation of the Municipal Task Force ELCAC was brought about by Executive Order Number 70 which was signed by President Rodrigo Roa Duterte on December 4, 2018. The said executive order aims at institutionalizing the Whole-of-Nation approach in attaining inclusive and sustainable peace, create a national task force to end local communist armed conflict, and adopting a national peace framework.
