The Philippine National Police (PNP) is determined to strengthen its relationship with the Armed Forces of the Philippines (AFP) to prevent a repeat of the shooting incident that resulted in the death of four Army soldiers in Jolo, Sulu, the country's top cop said on Friday.
PNP chief, Gen. Camilo Cascolan said policemen would undergo a refresher training as part of efforts to improve its ties with the military.
"Magkakaroon po kami ng mga unit training [We'll be having unit trainings] within the area of Jolo so that we would be able to refresh our PNP with regard to our law enforcement activity. Para po sa kaalaman ng lahat, (for the information of everyone) we will improve and enhance our rapport with the AFP," he said in a press briefing.
He said the PNP would meet with AFP officials next week to discuss salient points to ensure close coordination.
Earlier, Cascolan said administrative charges have been filed against Senior M/Sgt. Abdelzhimar Padjiri; M/Sgt. Hanie Baddiri; S/Sgt. Iskandar Susulan; S/Sgt. Ernisar Sappal; Cpl. Sulki Andaki; Pat. Mohammed Nur Pasani; S/Sgt. Almudzrin Hadjaruddin; Pat. Alkajal Mandangan; and Pat Rajiv Putalan. All are under restrictive custody in Camp Crame.
Based on the findings of the Internal Affairs Service (IAS), the three senior officials -- Lt. Col. Michael Bayawan, Jr., Sulu police chief; Maj. Walter Annayo, Jolo police chief; and Capt. Ariel Corsino, head of the Sulu drug enforcement unit, are also facing administrative charges since they are also liable under the doctrine of command responsibility.
"I am giving internal affairs unit the free hand in exercising its mandate to determine the administrative liability of these personnel and to impose the appropriate penalty as prescribed under PNP regulations," Cascolan stressed.
The National Bureau of Investigation earlier filed criminal cases of murder and planting evidence against the nine cops. It also recommended the filing of complaints for neglect of duty against Bayawan, Annayo, and Corsino.
Killed in the June 29 incident were Maj. Marvin Indammog, Capt. Irwin Managuelod, Sgt. Jaime Velasco, and Cpl. Abdal Asula—all Army personnel.
The four were conducting intelligence and monitoring operations against two suspected suicide bombers when gunned down by the police officers.
