NPA leader surrenders guns

A self-confessed New People’s Army commander yesterday gave himself up to the Philippine Army, and surrendered high-powered firearms with ammunition, amidst the health crisis brought about by the COVID-19 pandemic in Negros Island.

The surrender of Jonel Moreno, alias Ka Roy, a full time Communist Party of the Philippines member and commander of a local guerilla unit of the Central Negros Front,
was jointly facilitated by the 62nd and 94th Infantry Battalions, said Maj. Franco Ver Lopez, Civil Military Operations officer of the 303rd Infantry Brigade.

Moreno also surrendered an M-16 armalite rifle with a magazine containing ammunition, a .45 caliber pistol with two magazines containing ammunition, and an ICOM hand-held radio with accessories.


Lopez said that Moreno decided to leave the NPA terrorist group because of hunger, continuous hardships, and false promises by leaders of the local terrorist group.

He added that the surrendered rebel leader revealed the link of a certain local government official to the CPP-NPA, and who had assisted in the transport of logistics and ranking rebel leaders.

However, Lopez declined to identify the local government official, pending validation of the allegation.

Moreno is now undergoing custodial and stress debriefing at the 62IB, prior to his enrolment in the Enhanced Comprehensive Local Integration Program (E-CLIP), for him to avail of immediate welfare and livelihood assistance and incentives for the surrendered firearms.

Lt Col. Melvin Flores, 62IB commander, said that the "the surrender of Jonel Moreno adds-up to the increasing number of New People’s Army and Militia ng Bayan who finally woke-up from the deceptions of the CPP-NPA-NDF and decided to come out for good and avail the amnesty program of the government."

Col. Inocencio Pasaporte, 303rd Infantry Brigade commander, reiterated his call for the remaining NPA members in Negros to abandon the armed struggle and avail of the government E-CLIP program.
