SAN FERNANDO CITY, Mar. 5 (PIA) - - Secretary Hermogenes C. Esperon Jr. announced the withdrawal of support of a high-ranking leader of the Communist Front Organization (CFO) in Region 1 to Communist Party of the Philippines – New People’s Army (CPP-NPA).
This was announced by Esperon, the national security adviser, and director-general of the National Security Council (NSC) during the launching of the ‘Strengthened Kapihan sa Ilocos’ of PIA Region 1 and the 1st quarter meeting of the Regional Task Force to End the Local Communist Armed Conflict (RTF-ELCAC) of Ilocos Region on Wednesday at the Vista La Vita Resort in San Fernando City, La Union.

On March 3, 2020, Mary Ann Gabayan also known as Ka Gellie, the Secretary-General of Ilocos Human Rights Alliance’s (IHRA) had withdrawn her membership to the Communist Front Organization (CFO) and support to the CPP-NPA after she took an oath of allegiance to the government before Ilocos Sur Governor Ryan Luis Singson at the capitol in Vigan City.
“Mary Ann Gabayan, who often staged several protests in the Ilocos provinces against the government, had already expressed her full–support to the government and she is condemning the ideology of the CPP-NPA-NDF and atrocities,” Esperon said.
Gabayan, 44, a resident of Barangay Pias, Salcedo, Ilocos Sur, admitted that she was a victim of deception of the terrorist group. She vowed to support the programs and initiatives of the government for peace and development under the Executive Order 70 or the “whole-of-nation approach" in ending local communist armed conflict (ELCAC).
Director James F. Fadrilan, the regional director of the Department of the Interior and Local Government (DILG), said that the army and the police have successfully worked with Salcedo town mayor Leopoldo Gironella Jr. and village chairperson Girlie Garrido of Barangay Pias, Salcedo town on convincing Gabayan to take oath of allegiance supporting the peace and development programs of the government.
“The chief executive of the local government unit (LGUs) of Salcedo had played a vital role in encouraging Gabayan to return to the fold of the law,” said Fadrilan.

Meanwhile, Esperon expected that following on Gabayan’s pledge of allegiance to the government, more cadres of communists’ front organizations and NPA rebels are encouraged to surrender to the government in the Ilocos region.
“Our LGUs all over the country have a mechanism for dialogues, which we called as localized peace engagement, to welcome all surrendering NPA rebels and supporters to hasten the campaign on ending the local communist armed conflict in the Ilocos region,” said Esperon.
He assured the giving of assistance by the national government under the Enhanced Comprehensive Livelihood Integration Program (E-CLIP) to all qualified NPA rebels and supporters, who surrendered to the local and national authorities,” said Esperon. (JCR/FGL/PIA-1)
