Camp Daza, Hinabangan, Samar, Nov. 19 –Sixteen former rebels (FRs) from the province of Eastern Samar received their cash assistance under the Enhanced Comprehensive Localized Program (E-CLIP) on Monday, November 18, 2019 at the Provincial Capitol, Borongan City, Eastern Samar.

Eastern Samar Provincial Vice-Governor Hon. Maria Caridad S Goteesan handed over a total of P945,500.00 cash assistance to sixteen FRs who surrendered to 801st Infantry Brigade as part of the provincial government’s peace initiatives.

Goteesan said it will enable the beneficiaries to fully reintegrate to the society and live a peaceful and normal life.

The hand-over ceremony was witnessed by Engr. Visitacion V. Giva, CESE, DILG Provincial Director; Mr. Mauricio T. Labado Jr., E-CLIP Program Manager; Col. Lenart M. Lelina, Deputy Brigade Commander, 801st Bde; LTC Jasper Justino M. Pecson, Pecson, Commanding Officer,14IB; LTC Edgar Allan B. Orbito, ACO, 8CMOBn; PIA Eastern Samar and Media Este News personnel.

Aside from the cash assistance, the FRs also went through a series of psycho-social interventions as part of their reintegration process to prepare them back to the community.

“These FRs are victims of circumstances and exploitation by the local communists whose desire is to grab political power at the expense of our indigent brothers and sisters. The local communist leaders deprived our people of the opportunity to improve their lives,”Col. Camilo Ligayo, 801st Infantry Brigade Commander said.

Ligayo said the program is designed for FRs to get back to their normal lives and help them “regain the dignity of a human being.”

He further lauded the Provincial Government for the cash aid given to the FRs. “It will entice more rebels to surrender, hoping that other provinces will replicate such kind of initiative,” Ligayo said.

Meanwhile, Col. Lelina said, “We need the cooperation of everyone so that we can have a peaceful community and have a comfortable family you need to work hard for.”

“A NPA member may approach any conduits such as barangay officials, priests, media workers or other community leaders. Then the conduits will accompany them to the army or the police for enrollment to E-CLIP program, subject to validation procedures.” Lelina added.(PR)
