BANGUED, Abra, Nov. 20(PIA) --The Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) is set to conduct various livelihood trainings to armed conflict-affected barangays of the three priority municipalities in the province.

Chaired by the Technical Education and Skills Development Authority (TESDA), the Cluster already held swine production training for 29 indigenous peoples of Barangay Alangtin in Tubo.

The participants were trained by Reginaldo Turqueza of Mt. Carmel Agri-Tourism and Training Center on the core competencies such as handling breeders, maintaining a healthy animal environment and the application of bio-security measures for poultry.

The swine production training was conducted in cooperation with the Tubo local government unit under Mayor Guilbert Ballangan.

The trainees also underwent entrepreneurship trainings conducted by Department of Trade and Industry-Abra to help them put up their businesses or apply for employment.



Senior Technical Education and Skills Development Specialist Freddie Baroña reported that out of the 29 trainees, 16 of them are also scholars of TESDA Special Skills Training Program.

Baroña said the PRLEC targets to conduct more livelihood trainings in the municipalities identified as priority areas namely Malibcong, Lacub, and Tubo.

The PRLEC is one of the 12 clusters of the National Task Force ELCAC under President Rodrigo Duterte’s Executive Order No. 70 institutionalizing a “Whole-of-Nation” approach in battling insurgency towards the attainment of sustainable peace. It is tasked to address poverty through livelihood trainings to effectively counter the propaganda of communist-terrorist groups.

Aside from TESDA and DTI, the PRLEC is composed of the Department of Social Welfare and Development, National Commission on Indigenous People, Dept. of Labor and Employment, Dept. of Environment and Natural Resources and Abra Schools Division Office. (JDP/CAGT- PIA CAR, Abra)
