Philippine Army’s 3rd Infantry Division (3ID) commander, Maj. Gen. Dinoh Dolina, set to bow out from military service on Nov. 14, has expressed hopes that local armed conflict in Western Visayas will be addressed with the government's whole-of-nation approach.
The Police Regional Office in Western Visayas (PRO 6) has rendered a retirement ceremony for Dolina on Tuesday afternoon at Camp Delgado here.
In an interview with the media, Dolina said that he will be leaving the Army service with confidence the efforts in ending insurgency will be sustained.
“I am happy that while I am about to retire, the whole-of-nation approach in ending insurgency was implemented. Hopefully, we will see the gains in the months to come,” he said.
In December 2018, President Rodrigo Duterte signed Executive Order 70 which institutionalizes the whole-of-nation approach in attaining inclusive and sustainable peace.
The executive order created a National Task Force to End Local Communist Armed Conflict to ensure efficient and effective implementation of the whole-of-nation approach. It also directed the adoption of a National Peace Framework which defines and clusters interventions into 12 government lines of efforts.
“It’s (insurgency) a multi-dimensional problem and it is time that we accept the fact that the military alone cannot address insurgency. It should be a conglomeration of all efforts not only of the government but all the stakeholders,” Dolina said.
Dolina was also honored to have received retirement honors by the police force in Western Visayas. He said the honors showed the Philippine Army and the Philippine National Police are united to ensure the region’s peace and order.
“We maintained a good relationship with the police here in the region,” he said.
Dolina assumed as the 3ID’s commander in December 2017. Dolina cannot divulge yet who will replace him in the position but he is “confident that whoever will replace me will continue our gains here.”
When asked about his plans after retirement, Dolina said he will spend time with his family. “There was an offer for me but I opted to decline because I want to give time to my family,” he said.
Dolina will be given retirement honors by the division at the 3ID’s headquarters at Camp Peralta, Jamindan, Capiz on November 12.
