BAYOMBONG, Nueva Vizcaya – The Provincial Peace and Order and Provincial Anti-illegal Drugs Councils (PPOC-PADAC) recently declared the New People’s Army operating in the province as ‘Persona Non Grata.’
The declaration came during the September 2019 joint meeting of the PPOC and PADAC at the Nueva Vizcaya Pasalubong Center in this town.
Military officials said the official declaration of the NPA as ‘Persona Non Grata’ in the province will provide barangay officials a legal basis in resisting and objecting their possible stay in their respective communities.
Lt. Colonel Remigio Dulatre, commanding officer of the army’s 86th Infantry Batallion said this will dissuade efforts of the communist rebels in conducting their recruitment and other anti-government activities in the 275 barangays of Nueva Vizcaya.

“This declaration will also serve as a legal document for our barangay officials not to accommodate them and further advise the communist rebels to get out from their communities,” he said.
The declaration of the NPA as ‘Persona Non Grata’ has been pushed by military officials in Cagayan Valley as a form of legal rejection on their presence in the province.
Army officials said the province, surrounded by the Cordillera, Caraballo and Sierra Madre Moutnain Ranges serves as one of the major areas for NPA infiltration in the region.
They said the CPP-NPA-NDF has been causing inhumane and terrorist activities since 1987 to present, causing apprehension, anxiety and fear among the villagers.
