CAMP CAPINPIN, Tanay, Rizal – Government troops recovered an improvised explosive device weighing some five kilos and other personal belongings left behind by suspected members of the New People’s Army (NPA) at Barangay Cagsiay in Mauban town, Quezon.

Reports reaching the 2nd Infantry “Jungle Fighter” Division (2ID), Philippine Army camp here on Saturday said residents in the area discovered the IED and informed them about it.

Lt. Col. Jonathan Manio, commanding officer of the 1st Infantry Battalion, said suspected NPA members belonging to SRMA 4A under alias “Hammer”, which operates in the boundaries of Laguna and Quezon, were believed to be behind the planting of the IED.


“It is not only a proof of the NPAs’ desperate attempt to project power and relevance but a crime against humanity posing grave dangers to the people in the area,” Manio said.

He said the IED had been recovered by the Explosive and Ordnance Division team.

Col. Alex Rillera, commander of the 202nd Brigade which has operational jurisdiction over the area, condemned the act and labeled it as an "act of terrorism... with blatant disregard to the safety of the people."

He called on the NPAs “to obey internationally accepted rules of engagements on humanitarian law which puts premium on insulating innocent civilians from harm in every course of action that they will take.”

Brig. Gen. Arnulfo Marcelo Burgos Jr., commander of 2ID, said the incident "exposes the NPA’s true nature and proves the government’s claim that they are a band of terrorists contrary to what they are trying to project in their statements."

He reiterated his call for the terrorist rebels to “go back to mainstream society and be part of the solution to the problems which our country is facing.”

“We have now government mechanisms in place to facilitate your reintegration. We are confident that with your help, we will be able to create a better future for the next generations of Filipinos,” Burgos said.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
