MAASIN CITY – Through the initiatives of the Department of the Interior and Local Government - Region 8 (DILG-8), the Provincial Peace and Order Council (PPOC) and the Provincial Development Council (PDC) in Southern Leyte have joined forces to form the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) in a joint PPOC and PDC meeting held recently at the Lourdes Convention Center in this city.

The joint council meeting paved the way for the operationalization of Executive Order (EO) No. 70, which was ordered by no less than President Rodrigo Roa Duterte, institutionalizing the whole-of-nation approach to end local communist armed conflict in the country.

During the meeting, Governor Damian Mercado of Southern Leyte endorsed to organize the PTF-ELCAC in the province.

The National Intelligence Coordinating Agency (NICA)-8 officials discussed the institutionalization of the whole-of-government approach to end local communist armed conflict as embodied in EO 70.

The EO calls for the convergence of the PPOC and PDC structures particularly among the national line agencies, said Assistant Regional Director Valente Bajet of DILG, adding that delivery of government basic services shall be focused on priority barangays earlier identified based on their immediate concerns and issues.

Bajet called on all local government units to embrace EO 70 by heart emphasizing further that local government units serve as the barometer of performance of the government.

“You are the representation of what the government is about,” he added.

The DILG official further announced that each municipality can avail of some P10M - P11M worth of projects from their office with funds ready for downloading upon identification of another project for transaction. (LDL/ESG/PIA-8, Southern Leyte)
