The Philippine National Police (PNP) has named the new director of the Eastern Police District (EPD) and designated officials to two of its key posts.

In a special order, Major Gen. Lyndon Cubos, PNP Director for Personnel and Records Management, designated Brig. Gen. Nolasco Bathan as the new EPD director effective Tuesday.

Bathan, formerly Deputy Regional Director for Administration of the Police Regional Office 11 (Davao Region), replaced Brig. Gen. Christopher Tambungan, who was administratively relieved from his post for allegedly assaulting a female police officer last month.

Tambungan has been serving as EPD director for three months prior to his relief.


PNP spokesperson, Col. Bernard Banac said the move seeks to ensure the continuity of EPD's services while the investigation on Tambungan's case is ongoing.

“As for the PNP, this should not affect the police services of the EPD. This is why a permanent district director was designated pending the results of the investigation,” Banac told reporters in a press briefing Tuesday.

Tambungan was transferred to the office of National Capital Region Police Office (NCRPO) chief, Maj. Gen. Guillermo Eleazar.

Bathan is a member of the Philippine National Police Academy (PNPA) Class 1989.

His past assignments include provincial director of Samar, officer-in-charge of the Pasay City police, and deputy regional director for operations in Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon). He was promoted to one-star rank, or Brigadier General, in December last year.

Taking over Bathan's post is Col. Domingo Cabillan, who was previously assigned at the PNP Finance Service.

Meanwhile, PNP chief, Gen. Oscar Albayalde, also approved the designation of Col. Florendo Quibuyen from the National Capital Region Police Office (NCRPO) as Executive Officer of the Directorate for Research and Development upon the recommendation of the PNP Senior Officers Placement and Promotion Board.

Albayalde said the latest round of reorganization of senior officers occupying key positions in national and regional police offices was prompted by the recent retirement of some senior PNP officials.
