CAMP EVANGELISTA, Cagayan de Oro City– The 4th Infantry “Diamond” Division, Philippine Army lauds Mayor Jane Plaza of Carmen, Surigao del Sur as she openly condemns the Communist NPA Terrorists (CNTs), their atrocities and allied organizations.

In her official statement released last May 24, 2019 she said, “We the Carmenanons desire for peace, I condemn the entry of the NPA terrorist in our locality whose intention is to destabilize our government and pose threat and fear among our people,”

Mayor Plaza’s statement came after the incident last May 19 wherein an encounter between the troops of the 36th Infantry Battalion and the members of the CNTs transpired in the hinterlands of Brgy Cancavan, Carmen, Surigao del Sur.

Plaza was deeply saddened by the incident on her municipality and said, “I am determined on my conviction not to allow the presence of NPA and its allied organization of the communist in order to give peace and development a chance in our municipality.” “I urge the peace-loving people of Carmen not to support the activities of the communist terrorist group which are clearly contrary to the government so we can achieve the peace and development we are longing for,” Plaza added

The said mayor likewise acknowledged the government troops and their efforts, “I am grateful to the 36IB who is always visible to provide protection and ensure the peace and security in our locality.” “I urge the peace-loving people of Carmen not to support activities of the CNTs which is clearly contrary to the government so that we can achieved the peace and development we are longing for,” Plaza added

Mayor Plaza took the lead among the Local Chief Executives (LCEs) of the 17 municipalities and two cities in the province of Surigao del Sur in condemning the CNTs.

Major General Franco Nemesio M Gacal, Commander 4ID said, “We laud the fearless act and the strong determination exemplified by Mayor Jane Plaza. It is a highly commendable act as a Local Chief Executive had taken the lead in the peaceful war against insurgency. Let this be an example for others to emulate.” “We call on the other LCEs in Regions 10 and CARAGA to stand firm and together with government agencies and other stakeholders, take the lead in the fight to end local communist armed conflict,” Gacal added.

He also emphasized the importance of Executive Order 70, “Let us fully support the operationalization of EO#70: the institutionalization of the Whole-of-Nation Approach (WNA) in attaining inclusive and sustainable peace. Region 10 has the Convergence Areas for Peace and Development (CAPDev) while CARAGA has the Peace and Development Zones (PDZs).” “These programs will prioritize and harmonize the delivery of basic services and social development in the Conflict Affected Areas (ConAAs) and vulnerable communities, facilitate social inclusivity and ensure participation of all sectors to address the root causes of insurgencies to end local communist armed conflict,” Gacal ended.

It can be recalled that the encounter of the 36IB and the CNTs was a result of a timely information given by concerned civilians which tipped-off the location of the CNTs because they could no longer endure the threats and the extortions done by the terrorists. The encounter resulted to four CNTs killed and five high powered firearms were captured.
