According to Defense Undersecretary for Finance, Ammunitions, Installations and Materials Raymundo Elefante, the signing of the Amended Letter of Arrangement on the transfer of Japan Maritime Self-Defense Force trainer aircraft was between him and Japan Acquisition Technology and Logistics Agency (ATLA) Commissioner Yoshiyuki Suzuki and was witnessed by President Rodrigo Duterte and Japan Prime Minister Shinzo Abe during their bilateral meeting on November 13 at the sidelines of ASEAN Summit and Related Summits

Japanese Defense Minister Onodera earlier conveyed to Defense Secretary Lorenzana during their bilateral meeting at the sidelines of 4th ASEAN Defense Ministers Meeting (ADMM) Plus in Clark, Pampanga on October 23 that Japan has decided to officially donate the said aircrafts.

Elefante added that two of the five aircrafts were acquired through a Lease Agreement for a “friendly fee” and are currently being fitted with surveillance and monitoring equipment. The last three aircrafts are expected to be delivered by 2018, but because of the amended agreement and amendments to the constitution of Japan, all five aircrafts are now given for “free.”

The said aircrafts will be of big help to the capability of the Armed Forces of the Philippines in conducting maritime and territorial surveillance, in particular at the West Philippine Sea and at the Philippine Rise (Benham Rise). PAS DND / MCAG
