The Philippine National Police (PNP) has ruled out terrorism as the motive behind the Resorts World Manila shooting incident Friday morning.

"Hindi ito act of terror, wala yung elemento ng violence, threat at intimidation that leads to terrorism," PNP Chief Ronald De la Rosa said.

"Huwag po kayo magpanic, this is not a cause for alarm. As far as the PNP is concerned, wala pa terrorism. The ISIS can claim anytime all they want for propaganda," he said.

He said police are looking at robbery as the motive because the suspect has stolen PHP113 million worth of chips but eventually left the backpack containing the chips near the stockroom.

Dela Rosa added there have been instances of people losing their mind after losing huge amounts to gambling.

Citing initial information, he said the suspect entered the second floor of Resorts World Manila and went to the gambling tables.

"Wala siyang binaril na tao, nagtakbuhan mga tao," he said.

De la Rosa also said the situation in Resorts World Manila is now under control as he confirmed the lone gunman is dead.

Dela Rosa said the lone gunman burned himself inside hotel room 510. "He lay down on the bed, covered himself with a thick blanket, apparently poured petrol on the blanket and burned himself."

The PNP Chief also said fire in the hotel is declared fire out but is still locked down by police as investigation continues and clearing operations are still ongoing.

Dela Rosa said their information showed most of the injured were caught in a stampede. He said they suffered "minor" injuries. At least one suffocated from smoke.

NCRPO Chief Regional Director Oscar Allbayalde adviced the public to stay away from the area as it is still locked down.

”We request everyone's vigilance. We see this as an isolated incident confined to a disgruntled individual. We appeal to the public to remain calm and vigilant, refrain from any social media postings that may cause undue effect or aggrevate the situation,” the PNP said in a statement.
