The Philippine National Police-Internal Affairs Service (PNP-IAS) is conducting an investigation and audit of the police operations during the violent dispersal of a rally in front of the United States Embassy in Roxas Boulevard, Ermita, Manila last October 19.

The rally of cause-oriented and indigenous peoples groups that ended in a violent dispersal injured 32 policemen from the Manila Police District (MPD) and 20 rallyists.

The incident also caused the administrative relief of nine MPD officials and "restrictive custody" for some 40 policemen assigned in the rally site.

Upon the orders of PNP-IAS Director Chief Supt. Leo Angelo Leuterio, the investigation and audit team of IAS Headquarters (HQ), along with the Regional Internal Affairs Service-National Capital Region (RIAS-NCR) team started the motu-proprio (on its own) investigation and audit of operations in relation to the incident that occurred between members of the MPD and protesters in front of the US Embassy.

In its initial probe, the PNP-IAS conducted several interviews of key personnel involved in the incident, including Senior Supt. Marcelino Pedrozo.

Pedrozo was the over-all supervisor and ground commander of the MPD policemen during the incident.

The PNP-IAS team also met with MPD Director Senior Supt. Joel Coronel who turned over initial reports and statements gathered by the MPD for review.

The team proceeded to the Philippine General Hospital (PGH) in an attempt to interview the protesters who were injured in the incident but were asked by PGH officials to submit a request for consent to be signed by the patients.

The team proceeded to the US Embassy to conduct a site inspection of the incident.

The PNP-IAS on Monday said that the IAS HQ team, as well as its regional team, will continue to conduct interviews, gather statements from both police personnel and other witnesses in order to determine administrative liabilities and breach in standard operating procedures of members of MPD who were involved in the incident.

The RIAS-NCR Team headed by RIAS Director Chief Supt. Perpetuo Macion, together with the IAS HQ Team headed by Senior Supt. Julito Diray, submitted the initial report to the Office of IAS Acting Deputy Inspector General Chief Supt. Leo Angelo Leuterio for his review.
