ANOTHER military general has joined the city’s Public Safety and Security Command Center (PSSCC).
Mayor Sara Duterte has designated former army brigadier general Leoncio Cirunay, Jr. as the assistant head of the PSSCC, the agency tasked to monitor the city’s security.
“As such, you shall coordinate with (retired) MGen Benito Antonio de Leon, head of the PSSCC, in discharging your official duties and responsibilities, and shall further perform other related duties as may be assigned from time-to-time,” Duterte said in a memo signed last October 16.
As colonel, Cirunay headed the 801st Infantry Brigade, stationed in Hinabangan, Samar in 2015.
He was promoted to brigadier general last February and took the post as the commanding general of the Armed Forces of the Philippines Reserve Command.
He studied Criminology at the University of Mindanao.
Cirunay’s installation into the city’s security complex comes barely a month after the Sept. 2 Roxas Night Market that killed 15 and wounded 69 others.
The PSSC was put in the forefront of the monitoring activities of the city, especially after the perpetrators were able to sneak into the city an IED made with at least two mortars.
The department is also being tasked to review the existing staffing patterns, with regards to the security arrangements at the barangay level.
Last week, de Leon told the TIMES that there were barangay peace and order units (BPOUs) who were not functioning as force multipliers but were instead hired as drivers and maintenance personnel.
The BPOU program was effectively “reviewed” by the city last Oct. 1, displacing at least 900 BPOUs from the city’s 182 barangays.
