In line with efforts to ensure peace this coming elections,
military and police commanders on Thursday signed the AFP-PNP Joint Operational
Guidelines for the coming May 9 national and local polls.
AFP chief-of-staff Gen. Hernando DCA Iriberri signed for the
military while Director General Ricardo Marquez inked for the PNP.
Witnessing the signing were Commission on Elections
commissioner Luie Tito F. Guia and ranking officials from the PNP and AFP as
witnesses, policies, guidelines and procedures are being provided under the
said Joint Letter Directive (JLD) to be undertaken by the AFP and PNP as
deputized agencies by the COMELEC.
The AFP-PNP Joint Operational Guidelines include peace and
order and security concerns as well as the activation of Joint Security Control
Center (JSCC), conduct of internal security and counter-terrorism operations,
establishment of Joint COMELEC-AFP-PNP checkpoints, and organization of Joint
Task Group dedicated to dismantle identified Private Armed Groups (PAGs).
“Under the guidance and direction of the COMELEC, rest
assured that we will continue to pursue and cultivate the decrease of election
related incidents," Irriberi said.
On the other hand, Marquez said “together with the COMELEC,
we are once again giving more life and power to this partnership with this
joint letter directive as we (PNP and AFP) join forces in securing the
communities with the conduct of this national exercise.”
“With the joint letter directive to guide our security
forces on the ground we will now move forward with the security operations with
greater resolve and efficiency” he added.
Accordingly, decorum of AFP and PNP personnel during the
election period and guidelines on the deployment of military and police
personnel for election duties is also defined in the directive to ensure
equality and fairness.
“Once more, we will prove to the people we serve that their
police and armed forces remain steadfast and highly vigilant against form of
lawlessness especially this crucial time in our nation’s history," Marquez
added.
In addition, all regional, provincial and city JSCCs will
have dedicated infotext hotlines where the public can immediately report
through text messaging, violations of election laws especially on the ban on
firearms and security personnel.
