Governor Conrado Nicart Jr. said the present situation of
the province is better compared to previous years where there were series of
encounters between government troopers and rebel forces.
“We can now visit far-flung places that used to be isolated
to public officials,” said Nicart during the provincial peace and order council
meeting Thursday.
The roads constructed connecting remote towns to the main
road has great role in this achievement of the government in attaining peace,
according to Nicart.
The government through the Payapa at Masaganang Pamayanan
(PAMANA) is implementing road network project connecting the remote towns of
Maslog and Jipapad to commercial centers.
Presence of the New People's Army (NPA) can still be felt in
the towns of Jipapad, Maslog and Arteche. The are also sightings in the towns
of Llorente, Maydolong and Borongan
City .
But even with this presence, communist group has no
stronghold in the province and they have no capability to launch major tactical
move, according to the Philippine Army.
Members of communist group, however, continue to influence
minds of locals especially those living in far-flung villages, raising old
issues like failure of the government to deliver basic social services to the
people, the military report added.
The Philippine Army asked the provincial government and
other local government units in the province to continue their support in the
conduct of internal peace and security operation by providing additional
militiamen.
Just this year, the Philippine Army declared the towns of
Guiuan, Mercedes, Lawaan and Salcedo as “insurgency-free towns.”
The improved situation is largely attributed to the effort
of local government units to ensure that all basic services of the government
reach people in far-flung areas.
