THE NATIONAL government has earmarked almost P10 billion in funding to support the peace process in Mindanao, and bolster peace and development efforts in conflict-affected areas, the Department of Budget and Management (DBM) said in a statement.
The DBM said P9.94 billion in the 2015 General Appropriations Act have been allotted for government programs “that strengthen peace-building, reconstruction and development activities”.

“Ensuring inclusive growth means creating an environment of stability in different parts of the country. It’s true that the process of peace-building is a delicate and complex one, requiring much work and cooperation from both sides,” Budget Secretary Florencio B. Abad was quoted as saying in the statement.

“But President Aquino’s administration is prepared to support both the communities in need and our national security forces to ensure greater security across the country,” he added.

The funding includes P7.25 billion under the Payapa at Masaganang Pamayanan (PAMANA) program and P2.69 billion for the Bangsamoro peace process.
 
The P2.69-billion allotment include P950 million to the Social Welfare department for livelihood, assistance and construction projects, P15.5 million to the Commission on Higher Education for scholarships, P231 million to the Education department for literacy programs and P335 million to the Technical Education and Skills Development Authority for vocational training.

It also includes P228 million to the Office of the Presidential Adviser on the Peace Process for the implementation of the normalization process and P880 million to the Agriculture department for agri-enterprises, among others.
 
The P7.25 billion would be allotted under the PAMANA program “to help foster peace and development in conflict-torn areas throughout the country (including the ARMM or Autonomous Region in Muslim Mindanao), via the delivery of various government programs and services.”
