Reports reaching Manila indicated that a backhoe and three dump trucks of a quarry company were torched Wednesday by around 20 fighters of the New People’s Army (NPA) in Barangay Vigan, Gen. MacArthur in Eastern Samar, the military said Thursday.

Maj. Gen. Jet Velarmino, commander of the Army’s 8th Infantry Division, said the rebels swooped down the Hanjin-Yakal quarrying site along Binalay River at around 9 a.m.

He said the rebels spared the seven workers of the company from harm.

"After a brief talk with the workers, the NPA rebels told them to leave the area. The heavy equipment were subsequently burned by the rebels," Velarmino said.

Hanjin-Yakal is a joint venture owned by Millennium Challenge Account Philippines, which started construction projects in Eastern Samar in April 2013.

It is currently undertaking a road widening project worth P19 million, which stretches from the municipality of Llorente down to Guiuan, Eastern Samar in the south.

Currently, it is estimated that the construction firm has completed 30 percent of the project.

"It is very unfortunate that the NPA rebels are still very incessant in imposing violence even during calamities. It is very apparent that they have taken advantage of the situation even as rescue, relief and humanitarian operations in the area are still ongoing," Velarmino lamented.
