Maj. Gen. Oscar Lactao, who was commander of the 303rd Infantry Brigade in Negros Occidental for almost two years, now heads the 4th Infantry Division in Cagayan de Oro.

Lactao replaced Maj. Gen. Ricardo Visaya, who will be the commanding general of the Armed Forces Southern Luzon Command.

Lactao, then a colonel, was commander of the 303rd IB from 2011 to 2013 and was later transferred to Camp Emilio Aguinaldo in Quezon City as the chief of the AFP Command Center. He was promoted to brigadier general last year.

He was again promoted to major general months after he was designated AFP deputy chief of staff for Operations, military records show.

The 4ID area of operations includes the provinces of Cagayan de Oro, Bukidnon, Misamis Oriental, Agusan del Sur and Norte, Surigao del Sur and Norte, all in Eastern Mindanao.

On Sept. 4, Maj. Gen. Rey Leonardo Guerrero, former Army chief of staff, assumed command of the 3rd Infantry Division in Jamindan, Capiz. He and Lactao are members of the Philippine Military Academy Class 1984.

Guerrero used to serve as commanding officer of the 61st Infantry Battalion in southern Negros, 3ID assistant chief of staff for Intelligence, and later as chief of staff of the same infantry division unit, military records also showed.
