From InterAksyon (Jan 22): New Philippine Army chief vows to prioritize personnel's welfare

Newly-installed Philippine Army (PA) commanding general Lieutenant General Noel Coballes vowed to empower all Army personnel "from the lowest private" to the highest ranking officer.
In his assumption speech Tuesday afternoon, Coballes promised to strengthen the capabilities of non-commissioned officers, giving "primordial importance" to training, force development, human resource growth and logistical equipage. He said there would also be a re-study of combat standard operating procedures and rules of engagements while strictly adhering to human rights.
The Army chief said he wanted to boost the morale of soldiers by equipping them with basic first aid knowledge, which will help them during combat.
"Sisiguraduhin natin na ang ating mga sundalong masusugatan ay may mapupuntahang Army hospital na kumpleto ang gamit at serbisyo. Pag-aaralan natin ang sistema ng serbisyo para sa mga naulila ng mga yumaong sundalo upang mabilis na maibigay ang mga kaukulang benepisyong laan sa kani-kanilang mga pamilya," he added.
[We will make sure that there will be Army hospitals with complete facilities and service for all our wounded soldiers. We will study the service system for those orphaned by soldiers who have died so that we could readily provide the benefits to their families.]
Coballes said the patriotic zeal of every soldier should be reinvigorated, ready to respond to security threats and during calamities.
"Together we will bring back the glory of the soldiery values of valor and honor. I strongly commit to lead an Army that is 100 percent loyal to the Constitution and to the chain of command," he said.
Coballes, a member of the Philippine Military Academy Class of 1980, was named as the PA's 55th commanding general replacing Lieutenant General Emmanuel Bautista, who was named Armed Forces of the Philippines chief of staff.
