A village councilman was beheaded by suspected New People's Army (NPA) rebels in a remote village of barangay Cabaloaon in Guinobatan town, Albay, the Philippine National Police (PNP) said Monday. Killed was Ely Oguis, an official of barangay Cabaloaon, a village 25 kilometers from the town proper and 50 kilometers from this city, said PNP Bicol spokesperson Supt.Renato Bataller. Battaler, quoting reports from Army Maj. Narsan Obuyes of the 2nd Infantry Battalion, said the victim was reportedly killed because of his failure to give in to the extortion demands of the rebels. Obuyes said the victim's body was found by villagers at about 6:30 a.m. Monday in Purok 6, Sitio Palatbotan Brgy. Cabaloaon. Obuyes said aside from being beheaded, the victim bore signs of torture as his two ears had been cut off. Earlier, on Sunday at about 11:3) p.m., Army troopers assigned at a detachment in Brgy. Cabaloaon were fired at by NPA rebels that led to a one-minute firefight.
