From the Sun Star-Davao (Nov 9): Tulawie yet to be moved to Manila
BARELY a month after the case records were forwarded to the Regional Trial Court (RTC) in Manila, Temogen S. Tulawie, a suspect in the May 2009 bombing in Patikul, Sulu, remains in detention at the Davao City Jail. The Supreme Court (SC) has yet to resolve the motion for reconsideration filed by lawyer Glocelito Jayma, one of the three counsels for Tulawie. The case records on violation of Section 3 in relation to section 3-c of Republic Act 8294 (Illegal Possession of Firearms), multiple frustrated murder and multiple attempted murder cases were already forwarded to RTC-Office of the Clerk of Court in Manila on October 4. The SC granted the petition of complainant Sulu Governor Abdulsakur Tan to transfer the venue of case trial from RTC Davao to any regular court in Manila. In a phone interview Friday, Davao City jail warden Superintendent Isabelo V. Cartin Jr. said the accused is still detained in their jail facility, pending the order of the SC directing them for the transfer of Tulawie in Manila. "As of now, wala pa gyud order ang SC (There is no SC order yet)," Cartin said. He said Tulawie, in fact, keeps on inquiring them about the status of the pending motion. "Anyway, the SC will furnish us a copy of the resolution as well as his counsel," he said. If granted by the SC, he said they will be coordinating with the Bureau of Jail Management and Penology (BJMP) in Manila for the transport of the accused. "By plane siguro ang pag balhin sa iya," Cartin said. He said at least four guards will escort Tulawie to Manila, considering the threats he had received on his life.

Temogen "Cocoy" Tulawie is a human rights activist and outspoken critic of the alleged HR abuses of Sulu Governor Abdulsakur Tan. Supporters say the case against Tulawie has been fabricated. He is a key member of the Concerned Citizens of Sulu (CCS), a group that has opposed the U.S. military presence in the southern Philippines, generally, and on the island of Jolo, specifically. Cocoy and the CCS have also sponsored "fact-finding missions" carried out by CPP and other leftist front organizations that have repeatedly alleged HR abuses against civilian populations by the Philippine military.
