FORMER priest-turned-rebel Frank Fernandez, head of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) in Negros Occidental, is still ranked as number one among the most wanted list of the Philippine Army here in the province. Fernandez, who faces a string of cases, included murder and attempted murder, carries a P7.8-million bounty for his arrest. This was bared during a press conference Wednesday held by the Joint Peace and Security Coordinating Center at the Negros Occidental Police Provincial Office presided by 303rd Brigade commander Col. Oscar Lactao and provincial police director, Senior Superintendent Milko Lirazan. Lactao admitted that Fernandez, despite his age and reported ailment, continues to elude arrest. Also included in the wanted list is former village chief Noel Ayalin who was charged with the murder of four village officials in Barangay Kapitan Ramon, Silay City almost two years ago. Lirazan said that government troops continue to be on the lookout for Ayalin who was reported to have been sick and has grown his hair as part of changing his appearance. Ayalin carries a P500,000 reward for his arrest.
