MAWAB, Davao De Oro – The 10th Infantry “Agila” Division alongside 78 former rebels now called “Peace champions”, other members of the security sector and stakeholders declared victory over communist-insurgency in a program held at Rizal Park in Davao City on March 24, 2022 which was graced by Acting Davao City Mayor Sebastian Z. Duterte.

The 78 Peace champions are the former members of the Dismantled Guerilla Front 55, Sub-Regional Guerilla Unit (SRGU), and Sub-Regional Committee 5 (SRC5). The official dismantling of the three guerilla units was also announced during the program where Guerilla Front 55 was declared dismantled by virtue of AFP – PNP Joint Peace and Security Coordinating Council (JPSCC) Resolution Number 15 2021, while SRGU and SRC 5 are through Joint 10ID – Police Regional Office XI Area Clearing Evaluation Board Resolution Number 13 Series of 2022.

Likewise, the City Government of Davao handed over P2.5 million worth of cash aid to the former rebels from the areas of 56IB, 27IB, and 89IB all under 1003rd Infantry Brigade based in Barangay Mahayag, Bunawan in Davao City.

Former Guerilla Front Secretary Arian Jane Ramos alias Ka Marikit said that the real victory is ending the longest-running communist insurgency in the world, however, the challenge is to sustain the momentum of our victory.

“Our savored victory today is not just the victory of the Armed Forces, it is not just the victory of the local government of Davao City, likewise it is not just the victory of the Peace Champions, it is the victory of the Filipino people,” Ka Marikit added.

Brigadier General Consolito P Yecla, 1003rd Brigade Commander in his speech said that the downfall of SRC5, once considered as the most advanced sub-regional NPA unit in Mindanao, is an offshoot of significant milestones accomplished by 1003 Brigade during the last five years of fighting the insurgency in partnership with local stakeholders.

Agila Division Commander MGen Nolasco A Mempin said in his message that “Peace could not be attained overnight and it cannot be solved by the military alone. It is only during the term of our president, President Rodrigo Roa Duterte, with the support of the leadership of our Davao City, Peace 911 and the National Task Force ELCAC, which paved the way to address the issues being exploited by the CPP-NPA-NDF.”

Meanwhile, Acting Mayor Sebastian Duterte said that he is open to the idea to create a policy that seeks protection of former rebels from discrimination and to ensure livelihood and employment as they transition to mainstream society.

“We salute the Philippine Army, for a job well done. We also thank the former members of the SRC5 for surrendering to this government. I want to tell you that the moment you have surrendered, you are already forgiven. You are welcome to restart your life here in Davao City,” Duterte added.

Also gracing the event were Lt Gen Ernesto C Torres Jr, Commander of Northern Luzon Command and former 1003rd Infantry Brigade and 10ID Commander, Davao City Police Office Director PCol Alberto Lupas representing PRO11 Director PBGen Benjamin H Silo Jr, and Colonel Jose Noel T Romero representing Lt Gen Greg T Almerol, Commander, Eastern Mindanao Command.
