CARMEN, Bohol – @Jenny (not her real name), a Former Rebel who surrender through the continuous efforts and sequence of negotiations received the Enhanced Comprehensive Local Integration Program or E-CLIP financial assistance during the Regional “Dagyawan sa Barangay” at Talakayan sa Mamamayan” and Serbisyo Caravan on October 7, 2021 at Brgy Lomangog in the municipality of Ubay, Bohol.

A total of Sixty-Five Thousand pesos (Php 65,000.00) financial benefits in which 15,000 pesos is for the immediate assistance and another 5, 000 pesos for the livelihood assistance was received by @Jenny for her integration into the community to start over with her new life away from fear, threat, and uncertainty from the CTG.

Said remuneration from the Provincial Government of Bohol headed by Hon Arthur C Yap was handed-over by Director Jerome Gonzales, DILG-Bohol and was witnessed by Lieutenant Colonel Allyson A Depayso, Commanding Officer of 47th Infantry Battalion, Hon Constantino Reyes, Municipal Mayor, Ubay, Bohol and Mr. Renato Espinosa, Head, CD-ART who represents Governor Yap, different local government agencies and the constituents of Brgy Lomangog, Ubay, Bohol.

E-CLIP is a government program that has been already institutionalized, which aims to help the Former Rebels (FRs) restore their allegiance to the government as they embrace the true meaning of peace. Aside from providing various assistance, said initiatives also encourage a snowball of surrenders among the NPA ranks who yearn to live peacefully with their families as they can readily avail E-CLIP benefits once they decide to denounce violence and other hostile acts which victimize even the helpless civilians.

“Dagyawan sa Barangay” from the word Dagyaw, a Hiligaynon term that connotes “Bayanihan”, serves as an avenue for an active engagement between the government and the populace, further bring the basic services and vital programs to the people.
“To our brothers who are still in the mountains, it is now the high time to lay down your arms and return to the folds of the law. Do not waste your life fighting with the wrong ideology. Think of your future with your family, who are untiringly waiting for you to return. The government is sincere in opening its door to a new and productive life for anyone who desires to go back in the mainstream society. The government will provide all the necessary assistance as you start living a normal life away from the shadow of hostility. We encourage you to be part of this genuine peace that we are incessantly pursued. We assure you that your soldiers here in Bohol are doing the best thing to resolve issues at the grassroots level. Together, we can put an end to this decades-long armed conflict,” Lieutenant Colonel Depayso emphasized.

The 47IB, together with the PGBH and other line agencies, will continue to carry out its mandate of helping the FRs facilitate their financial assistance.
