CAMP AGUINALDO, QUEZON CITY – Brigadier General Nolasco A Mempin officially assumed as the Deputy Chief of Staff (DCS) for Civil Military Operations (CMO), J7 on Wednesday, October 20.

The Deputy Chief of Staff, AFP (TDCSAFP) Vice Admiral Erick Kagaoan presided over the Change of Chief of Office at Silid Lapu-Lapu, here. BGen Nolasco replaced Major General Benedict Arevalo who is now the Commander of the 3rd Infantry Division.

“With his impressive track record, we are certain that BGen Mempin is equipped with a wide range of knowledge and wisdom that will further steer OJ7 into achieving both its office strategic goals and its Civil Military Operations mandate,” said VAdm Kagaoan.

BGen Nolasco is the former Commander of the 103rd Infantry Brigade, 10th Infantry Division, Philippine Army. As the Commander of the said brigade, he led the crafting of numerous peace and development programs anchoring on his brigade’s banner, “From Terrorism to Tourism”, while strengthening collaborations with local government officials.

He has also served as the Assistant Division Commander of the 10th Infantry Division where he supervised the conduct of Community Support Programs which resulted to several successful focused military operations.

VAdm Kagaoan meanwhile commended MGen Arevalo for his successful stint as J7.

“MGen Arevalo comprehensively assessed the political, social, economic, and psychological dimensions of the AFP’s Civil Military Operations and facilitated significant partnerships and programs aptly in congruence with the trusts and programs of the AFP particularly its integral role in the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC),” The AFP Deputy Chief of Staff said.

During MGen Arevalo’s incumbency, the Office of the DCS for CMO was awarded the “Proficiency Stage” status for its AFP Transformation Roadmap and Institutionalization Pathway journey. He also spearheaded the promulgation of various reference publications and implementation plans such as; the AFP Psychological Operations Manual, the Strategic Communication Annex to the AFP Basic War Plan (2020) and the AFP Strategic Communication Support Plan to the National Vaccination Plan.

VAdm Kagaoan urged the personnel of the CMO to carry on with their excellent performance as he reminded them of the CMO’s value to the AFP.

“In order to address the root causes of insurgency and terrorism, an extensive or comprehensive collaboration of programs and projects from various government agencies and private civil society organizations is a requisite to attain effective and sustainable solutions,” VAdm Kagaoan stated./// (Photos by Sgt Manzano PA/PAOAFP)
