DAVAO CITY – At least 25 members of the New People’s Army (NPA) who surrendered to the government received financial aid from the Department of Social and Welfare Development in Davao Region (DSWD-11), the Davao Oriental provincial government said in a statement Thursday.

Each rebel returnee
received PHP20,000 under the Sustainable Livelihood Program (SLP) of DSWD, one of the lead agencies in the implementation of E.O. 70, which institutionalized the "whole-of-nation" approach in combatting communist insurgency in the countryside.

SLP aims to improve the economic well-being of the vulnerable, marginalized, and disadvantaged individuals and families in communities by mobilizing and empowering the same through the support of the local government units and other government agencies, according to the provincial government.

“I am urging the recipients to encourage their former comrades to return to the folds of the government with a promise of continuous efforts for sustained programs to give the former rebels more opportunities,” Vice-Governor Niño Sotero Uy said during the distribution of cash aid.

Apart from the cash, the former rebels also received a package of benefits such as education, housing, medical assistance, legal assistance, firearms remuneration, psychosocial assistance, market livelihood, and employment opportunities at the provincial government-run halfway home for former rebels.

“These efforts aim to let the former rebels feel that the government is an ally and not a threat,” Uy said.
