SAN ISIDRO, Leyte, July 4 (PIA) -- The Provincial Government of Leyte headed by Gov. Leopoldo Dominico "MIC" Petilla, together with the 93IB under the leadership of Lt. Col. Roberto Beatisula Jr. , continues to implement livelihood programs in the 3rd District of Leyte to strengthen the community as part of the reintegration of former rebels and sustainment of achieved peace and development in the area.

On July 3, 2020, the office of the Provincial Agriculture of Leyte started the implementation of More Income in the Countryside (MIC) Seaweed Farming in Barangay Taglawigan, San Isidro, Leyte.



This is part of the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) jointly funded by the national government and the local government.

To recall, in the later part of June, a total of 55 former rebels and members of farmers organization who were organized and formerly influenced by the Communist Terrorist Group (CTG) in Barangay Jubay, Calubian, Leyte successfully completed the skills training (Cookery and Food Processing) provided by TESDA Leyte and granted them with NC II Certification and also received Tool Kits and Financial Assistance.

“We are investing in this to make sure that they will not be influenced by insurgents again. The people are the greatest resource so we must build nation-loving people,” Governor Petilla said.

Among the first beneficiaries of this project are some of the 262 former rebels and Militia ng Bayan (MB) members in Leyte who received on January 24 the E-CLIP benefits.

President Rodrigo Duterte who led the turnover of financial aid to former rebels renewed his call to rebels to lay down their arms and avail of land distribution and other government assistance.

“We can’t solve the problem in the Philippines by revolution, it has to be evolution,” he said. (PIA-8/93IB)
