Kalinaw News: Former rebels receive E-CLIP benefits

BUNAWAN DISTRICT, Davao City – – 10 Former Rebels (FRs) received a total of P650,000.00 from the national government’s Enhanced Comprehensive Local Integration Program (ECLIP) in an awarding ceremony conducted at Grand Men Seng Hotel, Davao City on Wednesday, March 11, 2020.

Each of the recipients was handed P65,000.00 worth of checks by the E-CLIP Committee of Davao City where P50,000.00 represented the Livelihood Assistance and P15,000.00 as Immediate Cash Assistance. Meanwhile, a total of 210,000.00 pesos was also handed over to respective Army and PNP units representing the Reintegration Assistance for catering the administrative requirements of the former rebels while in their custody for processing their benefits as well as of other legal documents.

During the event, Ms Ressa Mae Onsing from Davao City DILG discussed EO 56 otherwise known as “ Order Reconstituting the Davao City E-CLIP Committee for Former Rebels” while Ms Joey Jaime from CSSDO lectured on Financial Literacy to the beneficiaries.

Subsequently, DILG City Director Vicky P Sarcena welcomed the participants and gave the rationale of the activity. Colonel Nolasco A Mempin, Brigade Commander of the 1003rd (RAPTOR) Brigade presented the FRs before the ECLIP Committee members and to Attorney Zuleika Lopez, City Administrator of Davao City who represented Mayor Sara Duterte and who delivered a closing statement for the said event later that afternoon.

The FRs came from the different units under 1003rd Brigade who formerly operated in Davao City areas. The E-CLIP program aims to provide a venue and option for rebels who already opt to lay down their arms and return to mainstream society and is part of the larger cause by the government to achieve lasting peace.

Other attendees include: Ms Malou Bermudo, CSSDO; Mr Roger Baay, Focal Person, Peace 911; PCol Kirby Kraft, CD, DCPO; LtCol Oscar Partuza, CO, 3IB; Maj Rafael Balincamaya Jr, Ex-O, 16IB and some media practitioners.

Col Mempin expressed his gratitude for the efforts of the ECLIP Committee of Davao City, the units involved and the City Government for the successful implementation of the program which effectively projects the government’s sincerity to contribute to the cessation of hostilities and achieve a lasting peace under the guidelines of EO 70 or the National Task Force to End Local Communist Armed Conflict.
