CAMP BAHIAN, MALAYBALAY CITY, Bukidnon, March 2 — Eighteen military officers attended a two-day Platoon Leader Orientation Course (PLOC) on International Humanitarian Law (IHL) or Republic Act 9851 (RA 9851) and Law on Armed Conflict on Feb. 27-28.

Organized by the 4th Division Training School (4DTS) inside the 403rd Brigade camp in Malaybalay City, the lecture was part of a series employed by the Armed Forces of the Philippines (AFP) to improve understanding of newly assigned 2nd lieutenants of 4th Infantry Division on global humanitarian activities of the International Committee of the Red Cross (ICRC) and the rules of war.

Bukidnon provincial prosecutor Atty. Rommel M. Alonto lectured on the provisions of RA 9851, human rights laws, and Bill of Rights.

The ICRC Northern Mindanao chapter executives also had a series of lectures on IHL.

Lt. Col. Ronald Illana, 4DTS commandant said the training school is mandated to provide all the information, knowledge and applied principles not only in defeating the enemy forces but also take cognizance in the adherence of troops to the IHL, human rights, and rule of law.

He said this Orientation Course will broaden the participants’ knowledge on the relevance of IHL and other related laws in the performance of their duties.

"These sessions are necessary in order to prepare them on their roles on the current 4ID campaign related to Executive Order No. 70 and the National Task Force on Ending Local Communist Armed Conflict (NTF-ELCAC) efforts and activities,” Illana said.

In his speech, he emphasized the important role of 4DTS in evolving and strengthening the military education and technical skills training.

"We will make sure that our students shall be given a complete package of preparation, teaching, and guidance as they leave the portal of this school.
