Various atrocities committed by communist rebels and their allies are the reasons why the Philippines is at the 10th spot of the Terrorism Global Index, a ranking official of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) said Thursday.

"That's sad to be in No. 10. But let's congratulate the CPP-NPA-NDF (Communist Party of the Philippines-New People's Army-National Democratic Front) including their allies in the Kamatayan (Makabayan) bloc, for making us land in that spot, exactly as they wanted it to be. And 'Joma' (CPP founder Jose Maria Sison) is right. Insurgency is the milking cow of the CPP by corrupting our system through intimidation and extortion,"

He added that what is more galling for the AFP and the government is that the Abu Sayyaf Group (ASG) terrorist problem in Mindanao is almost contained.

Despite this success, he said communist rebels are still making violent attacks in the countryside as part of their senseless terror campaign aimed at destabilizing peace.

"We have almost contained the ASG terror problem but the CPP-NPA, which is listed as a terrorist organization by the US, UK (United Kingdom), Australia, NZ(New Zealand), and the EU (European Union), has been terrorizing the countryside with its violent attacks against civilians, business sector, and even their own people," said Parlade, who is also Armed Forces of the Philippines (AFP) Deputy Chief-of-Staff for Civil-Military Operations.

CPP-NPA attacks, he added, are also aimed at killing their own people who are no longer receptive to their communist ideals, and adroitly pinning the blame on government troops.

"This group has been killing their own people, including progressive members, then cunningly put the blame on the government. Their former SPARU (Special Partisan Unit) hitman, James Durimon alias 'Juros’ who surrendered last month confirmed the hits the CPP asked him to do in Panay to discredit the government," he said.

He added that the government is expecting another blame game episode against the government after Karapatan reported that one of its ranking members, Hanimay Suazo, is missing since November 2 in Panabo City, Davao del Norte.

"Now they have reported their own Karapatan executive Hanimay Suazo to be missing, after her payments of bail for captured CPP-NPAs have been exposed. Who else will they target next? Any of those CPP-NPA underlings can be easily 'liquidated', just like what the NPA did to (NDF peace consultant) Randy Felix Malayao in Nueva Viscaya for financial and sexual opportunism. And (Ifugao Peasant Movement paralegal volunteer) Brandon Lee? Cui bono?(to whom is it a benefit)," he added.

Terrorism, Red’s way of life

Parlade said the conduct of atrocities like the destruction of billions of pesos worth of equipment for businesses refusing to give in to the extortion demands of the CPP-NPA is a way of life for these communist rebels and their allies.

Such antics are scaring away investors and forcing legitimate businesses to shut down, he added.

Meanwhile, allies of the CPP-NPA are also terrorizing industries with their violent strikes and pushing the poor workers they have duped to the front of picket lines.

"(Such actions) incite them to become violent. Nestle closed down and it sent 21 workers to the NPAs in Banahaw after they became jobless," he added.

The CPP-NPA, he said, recruits children, as young as 12 years old, for their terroristic agenda and they are getting away with it through their allies in the House of Representatives.

"The Bacolod arrest was a case in point. Still, they have the gall to call for a Congressional inquiry on the crackdown against these terrorist groups. Cheap propaganda," he said.

Purveyors of fake news

The CPP-NPA, he added, is proving successful in its efforts to portray the Philippines as a dangerous place to live in.

“Communist rebels are using stories of alleged human rights abuses of state forces, "red-tagging" to further expound their agenda via a "biased media,” he said.

He said they flood the papers with news of fake 'bakwits' (evacuees) or soldier killed by a fellow soldier as if that's the most newsworthy piece to write about.

“But do they want to write about these child warriors or missing child activists? 8,635 children, aged 13-17, were confirmed by CPP's Vic Ladlad to have been recruited to Anakbayan and later the NPA, but only a couple of these mainstream media has the discernment to publish what's important and truthful," he added.

Parlade said allegations of human rights abuses, crackdown on "progressive" groups are designed for the CPP-NPA to constantly collect funds from foreign funding agencies and non-government organizations (NGOs) they have deceived.

"Recently recovered documents from the NPA in Samar and top CPP leaders confirm this modus of using NGO funding to promote and sustain their agenda. In fact, the CPP plan for the years to follow until 2022 is increase CPP funds through more foreign conduits and NGOs (Limang Taong Programa ng Partido 2017-2021, Samar)," he added.

Crackdown against terrorists

While there is an ongoing crackdown against terrorists and their cohorts, Parlade said there is none for those who express their dissent in a peaceful and calm manner as this is allowed and encouraged in a democratic society.

“Peaceful assembly is welcomed in our democracy but the people have run out of patience against violence. NTF ELCAC has drawn the line and there is no room for vacillation. 50 years of CPP-NPA violence and duplicity is long enough," he said.

In line with ongoing efforts against terrorism, he added that the NTF ELCAC will help in the amendment of the Human Security Act (HSA).

"A law is needed for the state do its job of protecting people and its democratic institutions,” he said, adding that it is not a law that clips its arms and enables terrorists to go scot-free or safeguards the human rights of criminals rather than the majority of peace-loving and law-abiding citizens.

He added that right now the country's HSA can be classified as an 'anti-police law' that allows Kamatayan (Makabayan) bloc to freely roam around, collect their fat checks from Congress, and get away with all these crimes of violence that they are equally guilty of like the CPP-NPA.

“That's the irony of our democracy. No wonder our neighbors have left us behind. And Joma Sison is smiling about it.”
