The Bukidnon-based 403rd Infantry Brigade (403rd Bde) on Monday filed another complaint with the Commission on Human Rights (CHR) against the communist rebels for violation of International Humanitarian Law (IHL).

The new complaint against the Communist Party of the Philippines-New People’s Army (CPP-NPA) stems from the killing of Civilian Armed Forces Geographical Unit (Cafgu) member Pablo Omblero.

Omblero was unarmed when allegedly killed by CPP-NPA members in Valencia City, Bukidnon, on October 27.


Brig. General Edgardo de Leon, 403Bde commander, led the filing of the case after a media forum on CPP-NPA propaganda, hosted mainly by the Philippine Information Agency and Philippine Army here.

In a letter addressed to CHR-Region 10 Directo Jeanne Ivy Abrina, De Leon requested the agency to conduct a fact-finding investigation in relation to Omblero's death.

De Leon believes that the militiaman's killing was a violation of IHL and Republic Act 9851 or the "Philippine Act on Crimes Against International Humanitarian Law, Genocide and Other Crimes Against Humanity".


Another separate complaint was filed by Elizabeth de la Torre, Omblero's live-in partner.

The 403Bde has already filed a total of four complaints against the CPP-NPA, accusing the latter of committing IHL violations such as killings of civilians and recruitment of minors to become child warriors.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.
