From the Philippine Information Agency (Oct 3, 2019): Kalinga FR receives E-CLIP benefits
CITY OF TABUK, Kalinga - - A former rebel (FR) received P90, 000.00 assistance including remuneration of his surrendered firearm under the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.
Gov. Ferdinand Tubban led members of E-CLIP in awarding the check to the 36 years old FR at the provincial capitol recently. Livelihood assistance fund will follow after the profiling of the FR's entrepreneural interest.
Said FR expressed gratitude to the government that welcomed him back, and provided him assistance to start life anew.
In an interview, the still single FR said he joined the New People’s Army (NPA) as a member for three and a half years operating in Mountain Province. Seeing no realization of what they are fighting for, he decided to return to mainstream society to live a peaceful life.
He did not receive any help from the NPA organization, he said, and part of his reflection that made him surrender is his remorse of leaving his family to fend for themselves. Helping his family to have a better life was the driving force for his surrender. He also realized the “bad record” of joining the NPA.
Department of the Interior and Local Government Provincial Director Mayer Max Adong advised the FR to enroll at TESDA to avail of skills training.
In another development, six other NPAs who went back home to live normal life are completing their surrender papers in order to qualify them to receive benefits under E-CLIP.
The Joint AFP-PNP Intelligence Committee and the Provincial Social Welfare and Development Office are working hand in hand to ensure that former rebels applying under E-CLIP undergo the process. (JDP/PAB-PIA CAR, Kalinga)
