MISAMIS ORIENTAL -- For a barangay to continue being peaceful and free from concentration of communist groups, 4th Infantry Division (4ID) Philippine Army Commanding General Franco Nemecio M. Gacal said it is vital for government agencies to continuously provide its programs and basic services to far-flung communities.

In an interview during the launching of Misamis Oriental Task Force to End Local Communist Armed Conflict (ELCAC) in barangay Eureka, Gingoog City, Gacal said the barangay has been declared Communist Party of the Philippines- New People’s Army (CPP-NPA) free by the Philippine Army and the Philippine National Police.

In fact, a total of 20 barangays including brgy Eureka in the province have been cleared from this insurgent group.

"To sustain this, means we cannot allow these communist groups to recover these areas again," he explained.

“How do we do this?” Gacal said, government agencies must continue to provide its services and introduce its programs to these communities so that their problems can be addressed.

He shared, poverty incidence in barangay Eureka is so high with 87%. Gacal said, this means there is little to no livelihood in the area which must be addressed by the provincial, regional or national government so that they will not be exploited again by the NPAs.

Barangay officials also signed a barangay resolution declaring NPA as persona-non-grata during the launching of ELCAC in Gingoog City.

Gacal explained, NPA is not welcome in Eureka anymore. Whereas, in the past, they concentrated the area.

“Dati, hawak nila ang brgy eureka. Ito ay organized na barangay, influenced barangay ng NPA. – Before, the NPA ruled barangay Eureka, an organized barangay influenced by the NPA,” he said.

Meanwhile, the government is still open to rebels who want to return to mainstream.
Gacal said the government has a program dubbed Enhanced Comprehensive Local Integration Program (E-CLIP) for those rebels who want to surrender. This program will provide them a new life that is peaceful and productive.

Executive Order (EO) 70, A Whole of Nation Approach in attaining inclusive and sustainable peace creating a National Task Force to End Local Communist Group is now strongly being implemented because of the strong political will of the President, Gacal said.

It has been 50 years that we have lived in this kind of setup with the communist group. We should not wait another 50 years for this to end, he said.

The government is aimed to provide lasting solution to insurgency and that is to give each barangay (where NPA is concentrated) with suitable livelihood.

We are bringing various government agencies in our launching so that this program becomes holistic. It should be holistic so that government is stronger.

So far, Gacal said, “We are gaining headway because most of the barangays about 100 plus have declared persona non grata to CPP-NPA and from January up to today, more than 3,000 rebels have surrendered or neutralized including Militia ng Bayan and members of mass organization, neutralized communist terrorists group (CTG) and a number of weapons confiscated from them.
