Bayugan City, Agusan del Sur – Prosperidad Municipal Peace and Order Council (MPOC) and the Municipal Development Council (MDC) convened with the agenda to discuss Executive Order No. 70 and the formulation and creation of Task Force to End Local Communist Armed Conflict (ELCAC) through a joint resolution today in Prosperidad Municipal Hall, Prosperidad, Agusan del Sur.
Major Adrian Q. Muaňa, Commanding Officer of 8th Special Forces “Dragoons” Company (8SFC) of the 3rd Special Forces Battalion (3SFB) discussed the provisions of the Executive Order No. 70 and its 12 Clusters Line of Efforts to address the root causes of insurgency while Atty. Daniel P. Longaquit, MPA, Municipal Local Government Operations Officr (MLGOO) and Prosperidad MPOC secretary reinforced the recommendation and the need to create the ELCAC Task force of LGU Prosperidad to attain inclusive growth and sustainable peace which will boost the tourism and developmental potentials of the municipality. Longaquit also discussed the duties and functions of local task forces from provincial to barangay level.
Mayor Frederick Mark P. Mellana, who presided the meeting, enjoined both councils to speed up the creation and finalization of the resolution for the task force to operationalize immediately.
“Upon the creation of the Local Task Force to End Local Communist Armed Conflict in Prosperidad, I urge and require all 32 barangays of this municipality to do the same and adopt the resolution to create your respective Barangay Task Forces,” he said.
Bayugan City was the first to create a local task force to end insurgency in the province of Agusan del Sur and Prosperidad would be the third LGU once the resolution is finalized and adopted by the MPOC and MDC. Both Bayugan and Prosperidad are areas covered by the 8SFC, 3SFBn. On the other hand, the Municipality of Esperanza under operational jurisdiction of the 26th Infantry Battalion also created their Local Task Force ELCAC.
